The Florin Road Partnership provides leadership service and programs to improve the image and economic vitality of the Florin Road Business District.

The Florin Road Partnership Property and Business Improvement District (PBID) was established by property and business owners in 1997 for a five year initial term.

In 2002, on the vote of nearly 90% of the property owners and with the unanimous consent of the County Board of Supervisors, the Partnership renewed for a second five year term.

In 2007, property owners and the County Board of Supervisors once again voted to renew the Partnership, this time for a 10 year term.

 
 

The Partnership operates under a management plan adopted during the renewal process (see "Publications" link).

The management plan directs the Partnership to provide streetscape improvements, economic development, marketing, and security services to property owners above and beyond those provided by the City and County of Sacramento. Existing City and County services are to remain intact during the tenure of the Partnership.

 

 
   

The total district budget for each of its ten years of operation is a base of approximately $300,000 per year with a maximum increase of 3% per year. The assessment may be increased only by majority vote of the County Board of Supervisors upon recommendation by the Partnership's Board of Directors.

The cost to the property owners on each lot within the boundaries of the PBID is $0.014 per square foot of assessed property.

 

District renewal requires submittal of petitions from property owners representing at least 50% of the total assessment. Should the required petitions be obtained, ballots and a district developed management plan are distributed by the County of Sacramento. The "Right to Vote on Taxes Act" (California Proposition 218) requires that more than 50% of the ballots returned, weighted by assessment, be in support of the district.
